The upper age limit of 52 years already includes a 10-year relaxation provided to Differently Abled persons as per Rule 12(v) of AP State & Subordinate Service Rules, 1996, and G.O.MS.No.109, GAD(Ser-A) dated 08-10-2025.
Educational Qualifications Post-wise

- Must qualify the test of "Proficiency in Office Automation" conducted by APPSC/DSC as per G.O.Ms. No.133, dt: 12.05.2014

- Any Degree from a recognized University (UGC recognized)
- Type Writing Higher in Telugu & Lower in English (or) CPT conducted by APPSC
Post Code 003 LD Computer (HH only)
- Any Degree from a recognized University (UGC recognized)
- PG Diploma in Computer Applications (PGDCA)
Post Code 004 Lab Technician Grade II (HH only)
- DMLT or B.Sc (MLT) from a recognized institution
- OR Intermediate (Vocational) with one year apprenticeship in Government Hospitals
- Must be registered with APPMB (Andhra Pradesh Para Medical Board)
- If candidate possesses both DMLT and B.Sc MLT, the maximum percentage among the two shall be considered
Other Eligibility Conditions
Must be a Person with Benchmark Disability - certified disability of not less than 40%
Must be a Local Candidate of Erstwhile Visakhapatnam District (as it existed before 04.02.2022)

Application Fee Details

The notification does not mention any application fee. This recruitment drive is exclusively for Persons with Benchmark Disabilities, and no fee has been specified. Selection Process
For Group IV Posts (Post Code 001, 002, 003)
As per G.O.Ms.No.74, G.A. (Ser-A) Dept., dated 14.02.2007, Written Examination and Oral Interview are waived. Selection is based purely on the merit of marks obtained in the requisite qualifying examination.
For Other Than Group IV (Post Code 004 Lab Technician Grade II)
Selection is based on the merit of marks obtained in the requisite technical qualifying examination (i.e., DMLT or B.Sc MLT marks). The highest percentage between the two qualifications, if a candidate holds both, shall be considered.
Tie-Breaking Order: In case of equal marks (1) Higher degree of disability gets preference (2) Older in age (3) Earlier date of acquiring educational qualification.

Important General Rules & Conditions
Degrees from Open/Distance Education Universities must be recognized by the Distance Education Council (DEC), Government of India. Proof of accreditation must be produced at the time of application.
All technical qualification certificates will be verified for genuineness with the concerned Board/Council/Dept. before final selection.
SADAREM disability certificates will be verified; cases may be referred to State Appellate Medical Board for assessment. Their determination of disability percentage is final.
No waiting list will be maintained as per G.O.Ms.No.81, GAD Dept., dated 22.02.1997.
The District Selection Committee has the right to modify or cancel the notification under special circumstances.
Candidates applying for more than one post must submit separate applications for each post.
Producing fraudulent certificates at any stage will result in debarment from future notifications and criminal action.
Who is a Local Candidate?
As per the AP Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order 2025, a candidate is considered a local candidate if:
- They have studied in educational institutions in the local area for at least 4 consecutive academic years ending with the qualifying examination year; OR
- They have resided in that local area for not less than 4 years immediately preceding the qualifying examination date (if not studied in any institution); OR
- For VH and HH persons who studied in special schools — the native place of their parents determines the local area.
Candidates who have not studied in any institution must produce a Local Status Certificate issued by the Tahsildar.
Frequently Asked Questions (FAQ)
Q: Is this recruitment only for residents of current Visakhapatnam district?
A: No. It is for local candidates of Erstwhile Visakhapatnam District, meaning as it existed before the district restructuring on 04.02.2022. This may include areas now in newly formed districts.
Q: Is there a written exam?
A: No. For Group IV posts, both written exam and oral interview are waived. Selection is based purely on qualifying exam marks. For Lab Technician, it is based on technical qualifying marks.
Q: Can a general (non-disabled) candidate apply?
A: No. This recruitment is exclusively for Persons with Benchmark Disabilities (PwBD) who have a certified minimum disability of 40%.
Q: Can I apply for multiple posts?
A: Yes. You can apply for more than one post, but you must submit a separate application for each post. One application is considered for one post only.
Q: What is the minimum disability percentage required?
A: The candidate must have a Benchmark Disability of not less than 40% as certified by a medical authority. For Hearing Impairment: Deaf = 70 dB hearing loss in both ears; Hard of Hearing = 60–70 dB loss in both ears.
Q: Can I submit the application online?
A: No. The application must be submitted offline only — in person, through a representative, or via post/parcel to the office of the Assistant Director, Welfare of DA, RCD Hospital Campus, Peda Waltair Jn., Visakhapatnam.
Q: Will there be a waiting list?
A: No. There shall be no waiting list maintained. Recruitment is made only to the vacancies notified.
Q: Are degrees from distance education valid?
A: Yes, but only if recognized by the Distance Education Council (DEC), Government of India. Proof of DEC recognition must be submitted with the application.
